Flint is hurting for officers in a bad way from what I've read.

The local officials plan to institute a "seizure" clause for those apprehended partaking in nocturnal speed contests. Yes,they are hard-up for $$$. You may see some cars come up for auction-after the "favored" local salvage yard has stripped what they want.

The "St. John's"-actually James P. Cole Boulevard-crowd has always been slightly to very out-of-control. Yes;I was a part of it in the 1980's,but haven't been there since the Eighties. No,I wasn't one of the drunken idiots! Even then, the serious players RARELY made a pass there;at least side-by-side with another car. The hard-core action took place and still takes place on a local Interstate.

Street racing has always been and will always be. For a multitude of reasons;whether inability to get to a track, lack of proper equipment to run at the track,or good ol' impulsive behavior, along with many others.
